Belarus: From the old social contract to a new social identity

ZOiS Report 6/2020 State-society relations in Belarus have been tense for many years. The presidential elections in August 2020 and the mishandling of the ongoing Covid-19 pandemic have proved to be the catalyst that brought these fragile relations to a complete breakdown. Over the years, the widening gap between a new generation of an emancipated citizenry and a regime stuck in predominantly paternalistic power structures and reluctant to engage in political and economic reforms has become increasingly evident. The deteriorating economy during the last decade and the perceived decline of the country’s social welfare system have been important factors in these developments. At the same time, the regime has continued to invest in its domestic security structures to a disproportionate extent compared with neighbouring states, allowing the so-called silovye struktury (“state power structures”) to gain influence at the highest level of state governance. Covid-19 in Belarus: Reaktionen, die alle überraschen

Der erste Fall von Covid-19 wurde in Belarus am 27. Februar registriert, es handelte sich um einen Studenten aus Iran. Seitdem haben die belarussischen Reaktionen auf die Pandemie bereits für internationale Aufmerksamkeit gesorgt: Zum Start der Fußballsaison am 20.3. war Belarus das einzige Land in der Welt, in dem professionelle Fußball- und Eishockeymeisterschaften nicht ausgesetzt wurden; die Staatsgrenzen bleiben bis heute (07.04.2020) offen, während alle fünf Nachbarländer sie geschlossen haben; Präsident Aljaksandr Lukaschenka nannte das Coronavirus eine »Psychose«, und seine Empfehlungen, gegen Covid-19 u. a. mit Wodka, Sauna, Eishockey oder Arbeit auf dem Feld vorzugehen, haben weltweit für Schlagzeilen gesorgt. Die offiziellen Covid-19-Fallzahlen in Belarus bleiben im Vergleich zu den Nachbarstaaten, wo bereits strenge Quarantänemaßnahmen eingeführt wurden, anomal niedrig: Vom belarussischen Gesundheitsministerium wurden bisher landesweit 700 Fälle bestätigt (Stand: 06.04.2020), davon sollen 13 Menschen verstorben sein.
