President submitted proposal to appoint Yuriy Lutsenko Prosecutor General of Ukraine

(…) According to the President, two months have passed since dismissal of Viktor Shokin and Ukraine can’t wait any longer. That is why the President submitted a proposal to appoint Yuriy Lutsenko new Prosecutor General.

“Yuriy Lutsenko has a moral right to demand justice, because he went to the scaffold for his beliefs: while certain people’s deputies have been cooperating with previous authorities, Yuriy Lutsenko hasn’t abandoned his beliefs in prison and has been standing on Maidan together with me and many of you,” the President stressed.

The President added: “The Prosecutor General’s Office needs a heavyweight who will be guided by the sense of justice, not revenge”.

“With his high authority in society, Yuriy Lutsenko will create and multiply high trust in prosecution with prompt and efficient actions. There are enough decent and professional people willing to work in a team and implement reforms,” the President emphasized.

“I expect the Parliament to support the proposal on appointing Yuriy Lutsenko Prosecutor General,” Petro Poro­shenko concluded.

Washington commends appointment of new Prosecutor General of Ukraine

President Petro Poroshenko had a phone conversation with U.S. Vice President Joseph Biden.

Joseph Biden commended the appointment of Yuriy Lutsenko to the post of Prosecutor General of Ukraine and reiterated willingness of the United States to provide support for Ukraine in the prosecution reform and struggle against corruption. He noted the importance of legislative amendments on the establishment of General Inspection in the Prosecutor General’s Office. (…) The parties agreed to sign the bilateral agreement on the provision of the third tranche of loan guarantees in the amount of USD 1 billion to Ukraine shortly. (…)

There’s no reason to make another President’s friend the Prosecutor General

“We in this Parliament have already dismissed two friends of the President from the position of Prosecutor General. There is no good reason to appoint a third President’s friend to this post. The Prosecutor General should not be anyone’s friend—either of the President, the Parliament or any other politicians. He must be a friend of the laws of Ukraine.

Back last year we elaborated a bill that envisaged that a new Prosecutor General and all the following ones should be elected by open competition. An independent panel of experts and social activists would choose 3 strong candidates, and the President would receive the Parliament’s approval to appoint the best of them. Then neither the President nor the Parliament would make a mistake.

Now outside the Verkhovna Rada people are demanding an independent and powerful Prosecutor General, and they say that the anti-terrorist operation should be carried out already in Kyiv. Let’s help people find a civilized way out. (…)”

VR has created conditions for the appointment of a politically dependent prosecutor general

Batkivshchyna faction leader Yulia Tymoshenko says today’s passage by parliament of a law removing the requirement for the prosecutor general to have a legal education creates conditions for a politically dependent candidate to be appointed to the post.

“This is all being done to make the prosecutor general someone that is in the president’s pocket, someone he controls. What you just saw will have very negative consequences for the country,” Yulia Tymoshenko said during a briefing today after parliament passed bill #4645 amending certain legislative acts of Ukraine regarding the Prosecutor General’s Office.

The Batkivshchyna faction leader stressed that the country’s top prosecutor “should be someone dedicated to the law and constitution and be ready to take on senior government officials who today are the sources of corruption.”

“Unfortunately, the prosecutor that the president is pushing through will not have the freedom and degree of independence needed by the prosecutor general in our conditions,” she added.

Yulia Tymoshenko said that today’s vote solidifies the existence of a new parliamentary majority. “Today we can see the new coalition in parliament that includes former Party of Regions and clans who I am sure got everything they wanted in exchange for voting for this law. Most likely it’s corrupt channels, the right to not pay taxes, work offshore,” said the politician.

The Batkivshchyna faction leader pointed out that the vote took place in violation of parliamentary procedures. “A bill that was rejected two days ago should not have been voted on again during this session. (…)

She also appealed to the president to “stop the ultimate destruction of parliamentarism, the ultimate destruction of the prosecutor’s system, and the ultimate destruction of people’s trust in him as president and all government institutions.”

“The Batkivshchyna party believes this parliament has no right to exist. It needs to end its work and there need to be new democratic and honest elections that will replace these marginal politicians and button-pushers for people who are truly dedicated to Ukraine,” Yulia Tymoshenko said.

Die Radikale Partei von Oleh Ljaschko verurteilt die Ernennung von Jurij Luzenko als Verschwörung der Regierungskoalition mit ehemaligen Mitgliedern der Partei der Regionen (12.05.2016; inoffizielle Übersetzung)

Der Vorsitzende der Radikalen Partei Oleh Ljaschko erklärte von der Tribüne des Parlaments, dass die Abstimmung für das »Luzenko-Gesetz« eine Verschwörung der Regierungskoalition mit den Resten der Mitglieder der Partei der Regionen in den Gruppen »Volkswille« und »Wiedergeburt« sei. (…)

Der Abgeordnete betonte, dass Präsident Poroschenko damit einen weiteren entscheidenden Schritt tat, um die Macht an sich zu reißen. »Zeigen Sie mir ein Land in Europa, wo das Gesetz für eine Person geändert wird. So machen es Länder mit asiatischen Despotismus und die Ukraine«, so Ljaschko.

Der Politiker sagte, dass die derzeitige Regierung, die dem Beispiel der Partei der Regionen folgt, genauso enden wird, wie die Bande von Janukowitsch.

Mit der Stichwahl am 7. Februar 2010 kam der monatelange Prozess der Präsidentschaftswahlen in der Ukraine zu einem Ende. »Endlich«, ist man fast geneigt hinzuzufügen. Vieles deutet aber darauf hin, dass in Bezug auf die ersehnte politische Stabilität und die Lösung der vielen politischen und wirtschaftlichen Probleme der Ukraine diese Präsidentschaftswahlen kaum einen entscheidenden Schritt nach vorn bedeuten werden.
